India's 23 AIIMS: under which government?

AIIMS, the All India Institutes of Medical Sciences, are among the most trusted government hospitals and medical colleges in the country. India now has 23 AIIMS. There is often a debate over which government built how many. Here is the full list of which AIIMS was approved under which government.

Under Congress governments (2)

The first AIIMS was created in Delhi in 1956 by an Act of Parliament under the Nehru government. Later, in 2009, the Manmohan Singh (UPA) government approved an AIIMS at Rae Bareli in Uttar Pradesh.

Shared credit of both governments (6)

In 2003 the Vajpayee (NDA) government announced six new AIIMS under the Pradhan Mantri Swasthya Suraksha Yojana (PMSSY). Their approval and construction took place between 2006 and 2012 under the Manmohan Singh (UPA) government, and they started in 2012. These six are Bhopal (Madhya Pradesh), Bhubaneswar (Odisha), Jodhpur (Rajasthan), Patna (Bihar), Raipur (Chhattisgarh) and Rishikesh (Uttarakhand). So it would not be fair to credit them to only one government.

Under the BJP (NDA) government (15)

After 2014, the Modi government approved 15 new AIIMS: Mangalagiri (Andhra Pradesh), Nagpur (Maharashtra), Kalyani (West Bengal), Gorakhpur (Uttar Pradesh), Bathinda (Punjab), Guwahati (Assam), Bilaspur (Himachal Pradesh), Deoghar (Jharkhand), Madurai (Tamil Nadu), Bibinagar (Telangana), Rajkot (Gujarat), Vijaypur (Jammu), Awantipora (Kashmir), Rewari (Haryana) and Darbhanga (Bihar).

Points to note

AIIMS Delhi was created by an Act of Parliament, while all the others came under PMSSY. Here, year means the year of Union Cabinet approval. Construction is still going on at several new AIIMS, and in some not all departments are fully running yet. Approval of an AIIMS is one thing; running it at full capacity is another, because that needs doctors, nurses and equipment.

Why AIIMS matter

For a long time seriously ill patients from all over India came to AIIMS Delhi, causing huge crowds there. With AIIMS in different states, people can get affordable, good-quality treatment closer to home, and thousands of new doctors will be trained every year.
